ISBC ( International Small Business Congress ) 為全球中小企業引領企盼的國際年度盛會，於1974年由美國中小企業署所創設，全球五大洲輪流申辦，迄今已有超過20,000名代表參與。

ISBC宗旨為建構國際性平台，俾全球產、官、學、研菁英代表齊聚ㄧ堂，腦力激盪，提出政策建言以解決企業所面臨之問題。另外亦搭建全球連繫網絡，積極促成商機媒合與持續合作機制。
